Sometimes when I connect to a VPN which is physically located in germany teamspeak shows a romanian flag:

My guess is, that teamspeak just uses the Country Code it gets from the whois. There are some techniques to hide this and then there should be no flag. I don't know how to do this though.
But maxmind should show germany. If it uses something like this it has to be something which shows romania in the list. For example ipligence.com.They probably use the free GEOIP stuff (geolite by MAXMIND), you can get it here: http://geolite.maxmind.com/download/geoip/database/GeoLite2-Country.mmdb.gz or check out http://dev.maxmind.com/geoip/geoip2/geolite2/
