With Bash it is difficult to implement, with Java or C++ it would be easier.

I’m not aware of any bash Teamspeak query projects but sending a message shouldn’t be that hard. Just look up how to use Telnet or simply execute a local php file that sends the message if you can’t manage to achieve the whole bash Telnet thing.
