I gonna assume that you know how to make a TeamSpeak Bot, and just gonna post the API for that here. API
Then the Rest just using PHP and Json to get the Data, nothing really impossible.

Probably the easiest way is to use NimdaTS3 - best modular TS3 Bot (still in 'active' development tho )

So why don't you give example of a php script. Giving JS doesn't make much sence since it is web script.

Not that hard script, Only you should do, a Script that check the time every 2 minutes that script check From database and fetch information and Put it in description.
But What is K/D and wins I think this is Minecraft plugin? and you mean fetch the information (Wins, K/D, Kills, Deaths) in the description or something similar like that.
