You mean all Server IPs?

People spend a lot of time to gather those and block them as a range.

Maybe you should setup some kind of logging script, log all ips + hostnames and then check which one is a "user" and which one is a "server" IP and block the ranges accordingly.

It makes more sense to match the isp against a valid home internet service providers whitelist
