So I cant see to see or find a pm button or a message button on someone profiles to ask them a question is this a bug or can we not pm :? Sorry if this is in wrong section.

This behaviour is intended. New users can not send PM's

Well you don't know what your missing :p! What's the issue exactly? You can just send an email to admin@r4p3.net ...

EDIT : Issues purchasing? There shouldn't be any issue.
